Old School Lollipop Ghosts

It is kind of sad and very cute how "aweseome" Luke thought these lollipop ghosts we made were.  I love a craft that takes five steps or fewer, doesn't take a lot of supplies, and that is easy enough for my kids to do all on their own. How to???  Tissues, Dum Dums, and Ribbon.
